Below is a summary of the laws of Nihon as relayed to the ladies of the faction.
Constitutional Law
2 people are in charge of Nihon the Yokosuna and the Shogun. Normally in times of war the Shogun is in charge at all other times it is the Yokosuna. Anyone acting with the direct authority of the Yokosuna is exempt from the laws of Nihon.
Foreigners are not automatically protected under Nihonese law without verbal or written agreement of Yokosuna or Shogun.
Law of War
Needs both Yokosuna and Shogun to end a war.
To give ground, surrender or refuse to fight can be considered treason and may be punished by death.
Criminal offense general
It is illegal to harm or hurt a Hengenokyi (beastkin). The Nihonese consider this treason.
It is illegal to negotiate with foreign nations without permission of Yokosuna or Shogun (it has been clarified that we are ok to negotiate with other heartland nations)
Contact with the Empire of Cathy with out permission of both the Yokosuna and Shogun
Criminal offense magical
Practice of magecraft needs permission of Yokosuna or Shogun or head of clan Takahashi otherwise is classed as treason (we have permission from the Shogun)
Demonology is forbidden and demons are seen as abominations (again we have been allowed to use these against Cathay by the Shogun)
Theology is considered treason (Ancestral are fine) (again we have permission from the shogun to use against Cathay
Necromancy creating unintelligent unlife, use of fatal, disease or wasting spells are illegal as is corrupt body rites. (again we have permission to use these against Cathay)
Intelligent unliving are protected by law
use of ritual circles (including transport circles) is forbidden without permission of the Yokosuna ( we have permission from the Shogun)
All casters are responsible for themselves.
In summary
we have permission for a lot of the forbidden magics etc from the Shogun so we are covered . As Cypher pointed out and is investigating the problems may arise when we win the war and control switches back from the Shogun to the Yokosuna
